Size Changing is as easy as transforming into their usual assign Robot to Vehicle Form.
Both Autobots and Decepticons does.
The Whole Transformers Franchise does not really address how they do such change in size, but it could be their own technology that we haven't discover yet. Nanotech or liquid metal? maybe
